Many of the supportive programs (Federal and State) don't use the postal service anymore, and require applicants to have an email address and access to the internet. This "internet innovation" puts up immense barriers to the very people that need the programming.

This is great. Since most rural areas still have challeges getting to the urban local libraries. Will funding from the block grants be allocated to established connectivity. Many of the agencies receiving the grants set up more programming that don't target the people's need.
